If recent discoveries are anything to go by, South America is going to become a much bigger player later this decade. Brazil is continuing to perform well. Guyana looks like it will massively increase it's output.
Then if Venezuela also manage to sort out their mess, we would see a shift in global oil forces.
There is enough oil under the ground, it's just a matter of the governments of individual countries attacking the scourge of corruption, make infrastructure improvements and create a secure and reliable system for businesses to operate. In short they need to make it much more attractive for oil companies to do business there.
